To begin with, a three-kilometer section between Královec and Bernartice will be built to connect the facility to the Polish S3 expressway. The start of construction was delayed for months, as problems arose in connection with the selection of the winner of the public procurement procedure. It was only in April of this year that it appeared in the press that the start date of the project had reached a deadlock. Despite all this, however, we managed to solve the difficulties in record time, said Martin Kupka. A number of problems have arisen, such as the protests of ecological activists who previously prevented the issuance of a building permit. After solving the problem, ŘSD wanted to start the investment on December 19, exactly one year after the tender was announced. Originally, the Polish Budimex SA would have become the winning construction company, with an offer of 11.352 billion Czech crowns.
However, the launch was halted two weeks ahead of schedule when a consortium led by Metrostav Group's MI Roads protested the result. Although they were not successful in the first round, their appeal to the antimonopoly office was followed up. The decision of the participants of the winning tender changed, and Budimex also appealed against the decisions of both the ŘSD and the antimonopoly office, to no avail. The hopes of a record-breaking order were dashed when, on October 4, Petr Mlsna, the head of the antimonopoly office, refused the two objections submitted against the first instance decision. The following week, Radek Mátl, CEO of ŘSD, announced that he had signed an agreement with a Czech-Slovak-Hungarian association, and that the years-awaited construction would begin on October 11. The length of the Trutnov-Královec highway section will be 21.175 km, which will connect to the Polish S3 expressway at the state border. As part of the project, 28 bridges with a total length of 3.8 km will be built, as well as three separate level junctions, ten noise protection walls, and the most challenging half-kilometer tunnels. Such a complicated highway has never been built in the Czech Republic, and the first work will begin on the three-kilometer section in Královec. With construction, the Czech Republic National Road Authority faces significant challenges. The order, in which our company also participates, is one of the most significant projects in recent decades.
Now we have to do everything we can to make the most of the remaining time before winter sets in. We have already started to reorganize the necessary production capacities, said Ludvík Zdeněk, chairman of the board of MI Roads. The first tunnel is built under the Poříčský hill, and the second one looks in the direction of Zlatá Olešnice. The length of one side will be 540 meters and the other 576 meters. The section from Trutnov to the state border will run parallel to the I/16 road. One of the significant bridges of the section between the tunnels is being built in Trutnov, Poříčí district, with a length of 715 meters and a height of 30 meters. Among the imposing bridges, one that stretches across the Ličná stream with a length of 670 meters and a height of 47 meters stands out, as well as the third one built between Bernartice and Lampertice, which aims at the height of Nuselá. On September 16, 2023, MI Roads began work on the section of the D35 highway between Sadová and Plotiště nad Labem, 7.5 km long, in cooperation with the companies Doprastav and Duna Aszfalt, at a net value of 1.628 billion Czech crowns in the Královéhradec region. Another interesting fact is that after the demolition of a well-known restaurant, the Krkonoši Brewery is launching a large-scale project in Trutnov.
